Opening Ceremony Symposium: Discussing Cooperation and Seeking Common Development

On the morning of February 4th, the Hainan Provincial Energy Association held a symposium with the Malaysian Hualang Energy Group. Wu Taineng, President of the Hainan Provincial Energy Association, presided over the symposium and delivered a speech, introducing the association's work and achievements since its establishment in promoting high-quality development of the energy industry and serving Hainan energy companies' "going global" strategy. Lin Jingjing, Chairman of the Nansha Chamber of Commerce in Malaysia and Deputy Secretary-General of the Association, provided a detailed introduction to Malaysia's business environment and the project background of Hualang Energy Group. Dato' Setia Dr. Joshua Peter Tan, Chairman and CEO of Hualang Energy Group, focused on sharing the company's project layout and cooperation needs in areas such as floating photovoltaic hydrogen production, biomass energy conversion, and green water treatment.

Policy Alignment: Stepping into the Free Trade Port and Sharing New Opportunities

On the morning of February 4th, the Hainan Provincial Energy Association organized a delegation to visit the Hainan Provincial Committee's Office for Deepening Reform (Free Trade Port Working Committee Office) to conduct in-depth exchanges with relevant officials on topics such as the Hainan Free Trade Port's customs clearance operation, foreign investment policies, and facilitation of cross-border investment. Xiao Lu, Deputy Director of the Provincial Committee's Office for Deepening Reform (Free Trade Port Working Committee Office), systematically explained the policy advantages of the Hainan Free Trade Port in areas such as taxation, finance, trade, and talent, providing clear guidance for Hualang Energy Group's investment in Hainan.

This matchmaking event fully demonstrated the association's "bringing in" service function, helping overseas enterprises to accurately grasp the development opportunities in Hainan.

University-Industry Collaboration: Visiting Ocean University of China to Explore Technology Implementation

On the afternoon of February 4th, the delegation visited the School of Materials Science and Engineering at Hainan University, toured the school's water electrolysis hydrogen production laboratory, and held discussions with Vice Dean Lin Shiwei, Associate Professor Li Jihong, and other experts. The two sides explored the feasibility of implementing water electrolysis hydrogen production technology in a project in Malaysia, opening a new window for university-industry cooperation and technology transfer.

The association promotes the export of advanced domestic technologies and empowers international project cooperation by building a platform for industry-academia-research collaboration.

Company Visit: Exploring Huaneng's Project Experience

On the morning of February 5th, the delegation visited Huaneng Hainan Power Generation Co., Ltd., the association's president unit. Huang Changyue, Deputy Chief Engineer and Director of the Planning Department of Huaneng Hainan, along with its technical leaders, provided a detailed introduction to the company's project experience and technological accumulation in areas such as floating photovoltaic power and offshore wind power. The two sides engaged in practical exchanges on project development, operation management, and technological innovation, providing valuable reference for Hualang Energy's project advancement in related fields.

This event demonstrated the value of the association's platform in leveraging the resources of its member units to promote experience sharing and collaborative development within the industry.

Industrial Park Survey: A Visit to Danzhou, Conducting On-site Inspections of Industrial Parks and Enterprises

On the afternoon of February 5th, under the overall arrangement of Deng Yida, Deputy Director of the Danzhou Municipal Bureau of Science, Technology, Industry and Information Technology, the delegation visited Yangpu Economic Development Zone, successively visiting Hainan Kaimite Gas Co., Ltd. and Yangpu Xin'ao Energy Co., Ltd., to conduct on-site research on the companies' production and operation and hydrogen production technology. The delegation held a special symposium at the Yangpu Building, where relevant officials from Danzhou introduced the local new energy industry development plan and policy support. Both sides conducted in-depth discussions on cooperation directions such as hydrogen energy, energy storage, and green chemicals.

This event strengthened the collaboration between local governments, enterprises, and overseas institutions, laying a foundation for regional cooperation for project implementation.

Signing Ceremony: Joining Hands to Create a Shared Future

On the morning of February 6th, the Hainan Provincial Energy Association and Malaysia's Hualang Energy Group officially signed a Memorandum of Agreement (MOA) in the association's conference room, marking the full launch of their strategic cooperation on energy projects in Malaysia's Northern Economic Corridor (NCER). According to the agreement, the association will leverage its platform resources to recommend member companies to collaborate with Hualang Energy on projects, jointly promoting the implementation of green energy projects in Malaysia.

This signing is another important achievement of the association in promoting enterprises to "go global together" and achieve win-win development.

2月4日上午,海南省能源协会与马来西亚华兰能源集团举行座谈会。海南省能源协会会长吴太能主持座谈会并致辞,他介绍了协会成立以来在推动能源产业高质量发展,服务海南能源企业"走出去"方面所做的工作和成果;马来西亚南沙商会主席,协会副秘书长林菁菁详细介绍了马来西亚的营商环境和华兰能源集团的项目背景;华兰能源集团董事长兼首席执行官Dato'Setia Dr.Joshua Peter Tan重点分享了企业在漂浮光伏制氢,生物质能转化,绿色水处理等领域的项目布局与合作需求

2月4日上午,海南省能源协会组织考察团前往中共海南省委深化改革办公室(自贸港工委办),与相关负责人就海南自贸港封关运作、外商投资政策、跨境投资便利化等内容进行深入交流。省委深改办(自贸港工委办)副处长肖路系统解读了海南自贸港在税收、金融、贸易、人才等方面的政策优势,为华兰能源集团在琼投资提供了清晰的指引。

2月5日下午,在儋州市科工信局副局长邓意达的统筹安排下,考察团前往洋浦经济开发区,先后走访海南凯美特气体有限公司与洋浦新奥能源公司,实地调研企业生产运营与氢能制备技术。考察团在洋浦大厦举行专题座谈会,儋州市相关部门负责人介绍了当地新能源产业发展规划与政策支持,双方围绕氢能、储能、绿色化工等合作方向进行了深入探讨。

此次活动强化了地方政府、企业与海外机构的联动,为项目落地奠定了区域合作基础。

A New Challenge: Transforming Waste into Energy Without Incineration

As Malaysia faces growing urbanization and the limits of existing waste management infrastructure, this initiative introduces a new approach — gasifying waste instead of incinerating or landfilling it, to produce high-purity hydrogen.

By combining BIOTECHWORKS-H2’s pre-treatment, gasification, and hydrogen generation technologies with HUALANG ENERGY’s renewable energy expertise and local network, the two companies will develop a next-generation urban energy model that turns waste into clean power.

From Malaysia to Southeast Asia – Expanding the Circular Energy Network

The Malaysian government has declared carbon neutrality by 2050, positioning waste-to-energy as a key national initiative.

Next Steps

The project will begin with a Feasibility Study (F/S) in Kedah State by the end of 2025, analyzing waste composition, generation volume, and site conditions to evaluate the technical and economic feasibility of the 1,000-TPD commercial plant.

Based on the F/S results, both companies plan to move forward with the Front-End Engineering Design (FEED) and business scheme development in 2026, followed by construction starting from 2027.

The Malaysian initiative is part of BIOTECHWORKS-H2’s broader “Zero Waste Project”, which centers on Indonesia and expands across Southeast Asia.

Through collaboration with governments, corporations, and research institutions across the ASEAN region, the two companies aim to establish a regional platform for circular hydrogen-based economies, tailored to local waste characteristics and community needs.

【今後の展開】
本プロジェクトは、まず本年度中にKedah州でのフィージビリティスタディ(F/S)調査からスタートします。
廃棄物組成や発生量、インフラ条件、地域特性などを精査し、1,000トン/日規模の商用プラント建設に向けた技術・経済性の検証を行います。F/Sの結果を踏まえ、2026年には基本設計(FEED)と事業スキームを策定し、2027年以降に建設フェーズへと移行する計画です。
マレーシアでの展開は、インドネシアを中心とする東南アジア全体の「ごみZEROプロジェクト」拡大の一環であり、各国での地域特性を活かしたモデル構築を目的としています。
両社は、Kedah州での成功事例をもとに、ASEAN諸国の政府・企業・研究機関との連携を進め、地域ごとの循環型水素社会モデルを共創するプラットフォームの確立を目指します。

Kerjasama strategik perkukuh agenda tenaga hijau

ALOR SETAR: Kerajaan negeri terus memperkukuh komitmennya dalam menjadikan Kedah sebagai peneraju utama sektor tenaga hijau dan lestari di rantau ini.

Kesungguhan itu diterjemahkan menerusi pemeteraian perjanjian kerjasama strategik antara Kester Sdn Bhd, anak syarikat Invest Kedah Berhad dan Hualang Energy Sdn Bhd.

Majlis menandatangani perjanjian tersebut telah disaksikan oleh Pengerusi Jawatankuasa Industri dan Pelaburan Negeri, Dr Haim Hilman Abdullah, di sini pada Selasa, 8 Julai lalu.

Menurut beliau, kerjasama ini diyakini mampu melonjakkan lagi pembangunan tenaga boleh baharu di negeri Kedah.

“Melalui perjanjian ini, akan dibangunkan Loji Hidrogen Hijau berkapasiti 1,200 tan setahun serta Loji Solar Terapung berskala besar berkapasiti 10 megawatt (MW).

“Projek ini selari dengan aspirasi kerajaan negeri untuk membangunkan sumber tenaga yang bersih dan lestari,” katanya.

Tambah beliau lagi, Kester Sdn Bhd telah diberikan mandat sepenuhnya untuk menerajui pembangunan sektor tenaga boleh baharu di Kedah, termasuk tenaga solar, biojisim, hidrogen serta inisiatif kredit karbon.

“Saya merakamkan setinggi-tinggi penghargaan kepada Hualang Energy atas komitmen dan kepercayaan dalam menjalin kerjasama ini.

“Diharapkan usaha ini menjadi pemangkin kepada era baharu pembangunan Kedah yang lebih hijau dan berdaya tahan untuk generasi akan datang,” katanya lagi.

Ketua Pegawai Operasi Invest Kedah Berhad, Noor Ikhsan Abdul Aziz berkata, projek utama sedang dirancang Kester, antaranya termasuk pembangunan Ladang Solar berkapasiti 5 gigawatt (GW) yang melibatkan kawasan di Bukit Kayu Hitam, Gurun dan Kuala Ketil.

“Selain itu, projek Solar Terapung dengan kapasiti keseluruhan 150 megawatt (MW) juga dirancang untuk dibangunkan di Tasik Ah Ning dan Tasik Beris.

“Dalam masa sama, sebuah Loji Janakuasa Biojisim berkapasiti 40MW yang akan menggunakan sumber buluh tempatan turut dalam perancangan.

“Tambahan pula, projek perintis hidrogen hijau yang akan dibangunkan pada skala antarabangsa merupakan antara tumpuan utama yang diyakini mampu meletakkan Kedah dalam peta tenaga hijau dunia,” katanya. – HARAKAHDAILY 12/7/2025

Signing of the Joint Development between Kester Sdn Bhd, a subsidiary of Invest Kedah Berhad, the Investment arm of Kedah State Government, Malaysia and Hualang Energy Sdn Bhd. KESTER represented by its COO Mr. Noor Ikhsan bin Abdul Aziz and Hualang Energy by the GROUP PRESIDENT & CEO, Dato' Setia Dr. Joshua Peter Tan. The ceremony was witness by YB Prof Dr. Haim Hillman bin Abdullah, the state executive Councillor for Industry & Investment, Higher Education & Science, Technology & Innovation, State of Kedah. The signing ceremony was held at Block E, Kedah State Building.
