Turning Waste into Hydrogen – Building the “Zero Waste” Model in Malaysia
BIOTECHWORKS-H2 (Headquarters: Tokyo, Japan; CEO: Aki Nishikawa) has signed a Strategic Partnership Agreement (Strategic Collaboration Agreement) with HUALANG ENERGY SDN. BHD. (Headquarters: Kuala Lumpur, Malaysia; CEO: Dato’ Setia Dr. Joshua Peter Tan).
The partnership aims to promote the “Waste to Hydrogen” Project, transforming non-recyclable waste into renewable energy and developing a new industrial ecosystem in Malaysia.
Both companies will begin planning for a 1,000-ton-per-day commercial-scale plant in Kedah State, marking a major step toward realizing a sustainable circular economy across Southeast Asia.

A New Challenge: Transforming Waste into Energy Without Incineration
As Malaysia faces growing urbanization and the limits of existing waste management infrastructure, this initiative introduces a new approach — gasifying waste instead of incinerating or landfilling it, to produce high-purity hydrogen.
By combining BIOTECHWORKS-H2’s pre-treatment, gasification, and hydrogen generation technologies with HUALANG ENERGY’s renewable energy expertise and local network, the two companies will develop a next-generation urban energy model that turns waste into clean power.
From Malaysia to Southeast Asia – Expanding the Circular Energy Network
The Malaysian government has declared carbon neutrality by 2050, positioning waste-to-energy as a key national initiative.
This project represents the first step toward a broader regional rollout, engaging municipalities and infrastructure partners to establish new clean energy systems.
Beyond reducing waste, it aims to create local jobs, stimulate regional economies, and promote self-sufficient energy communities, serving as a model for sustainable urban development.

Next Steps
The project will begin with a Feasibility Study (F/S) in Kedah State by the end of 2025, analyzing waste composition, generation volume, and site conditions to evaluate the technical and economic feasibility of the 1,000-TPD commercial plant.
Based on the F/S results, both companies plan to move forward with the Front-End Engineering Design (FEED) and business scheme development in 2026, followed by construction starting from 2027.
The Malaysian initiative is part of BIOTECHWORKS-H2’s broader “Zero Waste Project”, which centers on Indonesia and expands across Southeast Asia.
Through collaboration with governments, corporations, and research institutions across the ASEAN region, the two companies aim to establish a regional platform for circular hydrogen-based economies, tailored to local waste characteristics and community needs.
